另外,針對俄羅斯宣稱在烏克蘭邊境地區的部分軍隊已開始撤離,法國外長勒德裏昂今天指出,在俄羅斯宣布已撤離部分軍隊後,在烏克蘭邊界附近的俄軍數量和之前一樣。勒德裏昂向法國參議院表示,"俄軍數量仍一樣多,演習正在繼續"。
而北約秘書長斯托爾滕貝格也指稱,俄羅斯軍隊及坦克車來回移動,不等於撤軍的證據。他並表示,北約可以依據衛星影像證明俄羅斯並沒有從烏克蘭邊界撤軍。斯托騰柏格在為期兩天的北約防長會議一開始告訴記者:“我們看到的是他們增加軍隊數量,更多的部隊正在(往烏克蘭邊境)路上。”
另據路透社報道,愛沙尼亞對外情報局周三表示,俄羅斯繼續將軍隊移往烏克蘭邊界,可能對烏克蘭發動"有限"軍事攻擊。愛沙尼亞對外情報局首長馬蘭(Mikk Marran)指出,俄羅斯的攻擊將可能包括導彈轟炸,並占領烏克蘭"關鍵地帶"。
馬蘭並提及:"我們現在的評估是,他們(俄羅斯)將避免住有眾多人口的城市,因為要掌控這些地區需要大量軍力。"馬蘭也指稱:"但還無法明確了解,俄羅斯軍隊可能利用什麽途徑(進行攻擊)"。
