坐地香 couldn't exactly know them all. But his suggestion of cutting salary was apparently not a worthy one because most companies put cutting workforce on top of cutting salary. The company revisits its need of human resources and then optimizes its workforce by laying off the redundant or under performing staffs. After layoff, some companies even raise compensation of the core people right away in order to retain the talents. Cutting everybody's salary may have exactly the opposite consequence. Talents will go if they feel underpaid while people with no marketable skills are most likely to stay on.

There is no point to criticize people for not positively reacting to his suggestion since the suggestion is not a functional one.

Layoff is a delicate circumstance. I was laid off once and I made the plan to lay off others twice. We shouldn't take layoff too personally. Layoff may not necessarily be a bad thing for a talent. I maintain a kind friendship with my previous boss who kicked me out.
