you can tell agent or new potential employer that you are looking for new opportunity because your current employer will lay off people. If they ask if you are let go, you can simple tell them I am still on job but it's time to move on. Stating that you are still on job gives your a little more bargaining power than those who have no job. Otherwise being laid off does not hurt your image as a job seeker in terms of ability or performance.
