It is a tough situation.  The job agency you work with may have an aggreement with the company you sent resume to.  If you ask an agent to send your resume to a company, for a period of time (usually a year), the company may not be able to hire you without going through the agent.  It is a business practice.  Hopefully, you learned something from this event.
