請教F4 在美國轉身份

我姐姐的F4移民排期 PD 日期是 6/6/2007. 現在她在美國B2入境。移民局9月的FInal Action Date 4/22/07.

請問她現在可以申請在美國國內轉身份嗎？她的I94到10 月到期。

請問該怎麽操作？
