After his I-130 is approved, USCIS will forward the approved I130 to National Visa Center (NVC) for processing for his mother's immigrant visa application. Then, NVC will send him the instructions for filing fee, required documents such as his mother's birth certificate, etc. (NVC will give the list of required documents with the instructions). Then, he just follow the instruction to pay the fee, file DS 260 immigrant visa application using his mother's name (i.e., he can help her mother to file DS 260) and provide what NVC ask.
