The F-1 student can work on campus before graduation. Sometimes the F-1 student can work off-campus before graduation using curricular practical training (CPT) if CPT is required to complete the course study. Discuss it with the professor who teaches the course and international student office for CPT. CPT does not need USCIS approval.
After graduation, the student can apply for optional pratical training (OPT) to to work off campus for one year (non STEM students). OPT needs USCIS approval.
