感謝您的回複！ 還有一個關鍵問題： 在 montion to reopen 的過程中( 還沒有結果），他本人 H1B， 她太太 H4 能夠在這段時間申請轉成學生身份嗎 ？是不是 MTR , 案子打開之後， 他們就可以轉學生身份呢？ MTR的結果沒有把握，所以想借案子打開，先轉成學生身份。 非常感謝回複 ！ 

-Technically the change of status will be denied even if it is filed during the motion is pending unless the H-1 will be approved later after the motion. But it does not hurt anything if the H-4 holder to file the change of status to F-1 as soon as possible. So, I encourage the H-4 holder to file I-539 to change to F-1 because sometimes the officer may not strict and may approve the F-1 application.
