妹妹可以一起和父親申請移民嗎？

-No. You need to file another I-130 for your sister, but it takes more than 10 years. The best way is that after your father gets his green card, he can file I-130 to sponsor his daughter (yoru sister), and you can be the joint sponsor to provide the financial support. 

父親的第二次婚姻出問題，女方自己離開，孩子不管了。所以，想讓小妹妹一起過來。
