請教：父母485 黨員REF

請教8老師：父母的485申請的時候，填了是黨員，已經付上單獨的信解釋退休以後未交黨費5年以上。但還是收到REF，要求"submit documents that show that you are no longer a member of the communist party"

希望能指教這個怎麽address？感謝！
