急：戶口本＋翻譯＝出生證明？

Recently I have been asked in RFE to resubmit 出生證明. Since the person (my Mom) is here in the US I have to entrust a friend to go to市公證處辦理出生證明in China．However, I just found out to get a proper委托書, you need to go through notary public, contry and state authentication and Chinese Consulate for final authentication. Even with all these troubles, the委托書may or may not be accepted in China. Never mind the time for the round trip (10 days at least).

I am thinking to bring 戶口本 and 翻譯 by proper authority (some notary public). My question is: Has anyone done this way? Accepted or rejected?
