If this is a case in I-130 US citizen sponsoring wife/hu*****and category, yes, the petitioner can withdraw the sponsorship at anytime before I-485 approval or immigrant visa issuance.  Just notify NVC by calling them.

 

A PRC passport holder usually won't be given B visa when she has a US citizen spouse, unless she can prove convincingly that she will return to China after the intended trip.
