In order for 領館出具美國公民證, the citizen parent must demonstrate that he/she be physically present in the US 5 years (2 of which after age 14) prior to the child's birth. INA Sect. 301(g). A natz certificate is not a conclusive evidence to meet the transmission requirement. I will bring tax returns, bank statements, job letters, etc. to the consulate as additional safeguard.
