You can apply a UK visa in an UK consulate. It is very easy.
To my knowledge, you can not get a US visa in UK. You have to apply it either in China or in Mexicao/Canada borders cities.
As for the security check, nobody can gaurantee. But currently, it only takes about 4 weeks.
