請問：housing voucher低於租金，tenant願意自己補齊並公證，可以嗎？

查了一下，好像大多housing program都不允許這樣私下補齊。

It can jeopardize both the tenant’s and landlord’s standing with the housing authority.

是這樣的嗎？第一次考慮這樣的租客，今年真是太難租了。
