not true.  By siginging termination agreement and return the key, the tenant formally give up possession.  No need to file eviction to "legally remove them"

Yes, you still need to file lawsuit to recover any unpaid rent.  That is different lawsuit than getting tenant out of your house.  Recovering rent can be brought in small claim, the eviction case has to be brought in another court, depend on locality, has differnet names, like a landlord and tenant court, or I did a simple search, in VA it's General District Court.
