律師回答說如果現在隻申請EB2，將來的確是可以降級，但是降級的時候不能選PP，這
樣的話，等降級的140批準，排期可能已經倒退了。

So, it is fine not to file EB-3 I-140 at this time because you can downgrade EB-2 to EB-3 any time in the future after EB-2 I-140 is approved. So, PP is not important at all.
