I can do 3-year H1b renewal based on my EB3 I-140.

 Now I am doing the second I-140 (EB2), can I use the premium process?

-Yes either for H1 extension or EB2 I-140.

My EB3 PD is current.

-You say your EB3 I-140 PD is current and that means you will get your green card very soon, why do you still file Eb2 I-140?
