請問file I-824到NVC是否可以讓美國朋友郵寄？

-Yes. But I-824 is not filed to NVC, but file it to USCIS. Read the I-824 Instructions carefully in case you mess it up.

另外，從I-824批準到最後將EB1a的材料從美國NVC發到中國廣州大使館需要多少時間？-Case by case, normally at least one year.
