請教8老師，I-485是否是必須在美國的才能用？

我在https://www.uscis.gov/i-485下載“I-485, Application to Register Permanent Residence or Adjust Status”。 但是表格說明

What is the Purpose of Form I-485? This form is used by a person who is in the United States to apply to U.S. Citizenship and Immigration Services(USCIS) to adjust to permanent resident status or register for permanent residence.

This form may also be used by certain Cuban nationals to request a change in the date that their permanent residence began. 

而我在國內，是不是無法用這個表？
