-If you work outside US for entire year, the US law can not control you (irrelevant to you) when you work outside US because you are not a US citizen or permanent resident (green card holder)even if you work for a US company which pay you from US. This is common sense. You only need to comply with the law in the country where you work (you might need to pay tax to that country Government). So, you don't need US Government to agree you to work outside US e.g., in China and of course, you don't have the responsibility to pay any tax to US Government.
Your case is just like a US Company hire a Chinese in China to work for them, and of course the Chinese does not need to comply with any US law, but Chinese law only.
