Why doesn’t Chinese software work on my laptop?

Just bought a HP laptop with windows 10 Home. Tried to download and install 安信證券行情交易軟件 on it but failed. Can anyone here explain why and may be kind enough to provide a solution to the problem? Thanks a million!
