I always offer the best I could do based on candidate's qualifications and experiences.  As a hiring manager, I'm willing to offer above-market salary - as long as candidate is strong.  There's a good reason of doing so - with above-market salary, employees stay much longer with the company.  Also a little trick from mangement's perspective, it's much easier to offer 10% higher salary during hiring, than to give employee a 10% raise later during performance review period.  

Of course, this is just me.  I've given about a dozen offers in the past.  And this has been working well for me.
