Rating is kind of BS. It is more related to many other things.

we have rating from 1-5, 3 is meeting the requirements. 4 is exceeds expectation, 4 is outsanding. My boss kept saying 3 is very good many times during one to one meeting. Finally I got an average raise. So I think the group or company has "Zhi Biao' evey year, meaning how many people can get 3, 4 or 5. But I am not sure it is related to the salary range. Probably yes.
