車下坡時， 刹車減速， 車有時發抖， 請專家指點原因

車下坡時， 車速過快。 用“點刹車”減速， 車有時發抖。 發抖時， 刹車已經鬆開了（腳離開刹車踏板）。 去做了輪胎的balance 後， 還是有同樣的情況出現.  請問這可能是什麽原因？ 

是不是因為刹車鬆了後，沒有完全回位， 所以轉動的輪胎似有東西附著，不balanced， 所以車震動？ 

刹車需要flushing or bleeding?
