Documents needed for an Alaska Cruise

Are Canadian visas required for Chinese citizens to take an Alaska cruise? Their departure and returning ports are Seattle but the cruise till stop by Victoria at British Columbia of Canada for less than 5 hours.

Also is Canadian visa mandatory for a Chinese citizen to take the same cruise given the face that she was granted Canadian Green Card in 2001, which expired 13 years ago.  Can she use the landing paper issued by Canadian government instead?

Or can you recommned a department that I should contact in order to find the answers. Thank you.
