加入了外籍的稱為華人, should not be identified as 中國人, as Chinese government no longer consider you as Chinese citizen, you are now an American or Canadian.
沒有加入外籍，但在外國永久居住的稱為華僑, qualified as 中國人
沒有加入外籍，也無永久居住權的稱為中國公民, qualified as 中國人
