Is China a developping country? If yes, why is so?

Last year, China annual electricity production or consumption per capita (AEPPC) was ~5300 kwh, just 300 kwh higher when comparing to UK. There is no doubt that UK is not a developping country, and it is a developped country based on GDP per capita (GDPPC) that was $42500 in 2018. However, China GDP per capita was ~$9689 last year, much lower than the UK countpart.

A question arises when comparing these numbers for China and UK. The reader trusts physical law that must be correct both for China and UK. Thus, a conclusion can be achieved that China is at least approaching a developped country in terms of AEPPC, but is definitely a developping nation based on GDPPC. 

Are there criteria to define a developped nation? AEPPC,GDPPC, etc., are appropriate ones.

Infrastructures in the first tier cities in China are great, electonic appliances used in common China households are modern, communication devices are the most advanced, and cars are coming into many China families. Ih these regards, China may be considered as a developped nation.

However, many aspects need improved, such as health care, education (12 years for all kids of 6 to 18 years old0, fair serior pension system, AI manufacturing, automation, agriculture, etc.

There is no doubt that China has made a great progress in modernizing the country since 1949, and people in China are enjoying a good life with relatively high living standard.
