古石/MM_MOM about Fremont bank cash out refinance

I am thinking to cash out my newly bought rental property. Is there a loan amount restriction to avoid closing cost with Fremont bank? I saw MM_MoM didn\'t pay any closing cost.also, Is there a time restriction after your purchase the house to cash out the property? Thanks.
