Flooding after closing - Who responsible ?!

Office condo closing in Northeastern at 9am 12/17/2009.Cold days before and after closing day.(20-18F)
Walk through 8:30am with listing and buy agents and found no heating and thermostat no function.All suspected a bad battery, a small problem and closed 11am.
I placed a new thermostat and new battery. it still no heating I put a electric heater and called condo management.
12/18 noontime. Heating technician came and found frozen baseboard,heating circuit breaker off in a locked utility room in basement.warning possible flooding.
12/18 evening.all rooms flooding, wet carpet, water leaking to basement, shut a water valve technician told.
12/19 Saturday condo door lockers replaced, no leaking, condo management did emergency job overnight.
Email to closing attorney, real state agents and forward to seller.
Who is responsible for this damage ?
P.S. I waived inspection with my offer when I visited the property but no leaking.
