about "8000 tax credit first time home buyer"

Dear all,
HAPPY MOON FESTIVAL:)
My husband and I pan to buy a house before the end of this year. We have been in U.S for 5 years and both are F-1. I wonder if we are quaified for this benificial policy?
By the way, could anyone explain more about this policy to me?( I read about the official site but still confused)
