INS Requested More Papers for I-130 for Brother

Hi Mr. PJiang,
It is great to see that you have provided answers to many questions in this board. I am sure the requesters have appreciated your kind help time and time again.
As a new visitor to this particular board after receiving a letter from INS recently for the I-130 I filed for my brother a while back, I would like to ask you a few questions.
The letter states: As evidence to support the claimed relationship, you submitted a photocopy of the birth certificate for the petitioner, (my name) and a copy of the birth certificate for the beneficiary, (my brother’s name). However, they are insufficient for immigration purposes.
Submit birth notarial certificates for the petitioner (my name), and for the beneficiary (my brother’s name). All notarial certificates of birth must be accompanied by 1) the booklet (photocopy) issued by the province\'s health department reflecting the child\'s name, gender, date of birth, and parents\' names; and 2) the Household Registry (photocopy) reflecting the addition of the newborn child. NOTE: The Notarial Certificates must have been issued AFTER APRIL 01, 1992.
Some background information: The copies of the birth certificates were accompanied by the English translations. My wife filed I-130\'s for her sisters using the forms with the identical formats and contexts. Her petitions went through without any problem. Her sisters got notifications to move on recently. However, my petition hit a sag.
Have you seen the similar situation as mine before? Are there templates for the new documents INS is requesting? Do you know if people were successful in obtaining the required documents from China? From what I know, it may not be easy to get the required materials.
I do plan to go after the papers. However, the time might be tight. I plan to write to INS requesting an extension. Do you know if the request will be granted? What would be your advice for me to move forward?
