如何申請來美國上高中

I have a relative whose son wants to attend high school in the U.S. Can anyone tell me how to get him here to study? How to apply for student visa? Does he need to apply for private high school admission first and use the admission letter to apply for visa with the state department? Any information will be greatly appreciated. Thank you!
