H-1b6年延期，請教一個 LCA online system的問題

想自己做延期，但是看到lca online system webpage網站上寫有：“ALERT! Please be advised that, effective October 1, 2008, you must be a registered user to submit a Labor Condition Application (LCA) ETA Form 9035E through the LCA Online System. The LCA Online System will no longer accept electronic applications submitted by non-registered users on or after October 1, 2008. Creating your own personal account is free and can be done by clicking on the “Register” link on this page.”

這麽說自己不可以，必須是雇主或者律師能做嗎？
