POV of My humble son

His AP class had some sort of dicussion about ACT test and he wanted to know our view of the stabdard test. His view is that there is no difference between a 34 and 36, and student with a perfect 36 is not necessarily any better in English, grammar, problem solving or writing. Luck and chance plays a big part. Why he deserves a 36? A person did not study nor prepare for it at all. Why not the one who studied hard and took the test multiple times?
