Pijiang, xiaobaitu, why my mother's I-94 has 2 seal,one as norma

B2 visa, sealed twice on I-94 when entering SF, one as normal 6 months from CIS, another same expiration date from US custom, US custom told my mother she can\'t apply for extension? Is this true and have you ever seen this before?
