Seminar Synopsis on Japan-Korea FTA (Free Trade Agreement) 

The US-Korea FTA: Its Geopolitical Implications and its Lessons for Japan-Korea FTA

Professor Ahn will address the seminar with the topic on the geopolitical implications of the Korea-U.S. FTA. First, he will shed light on the emergence of East Asia as a new regional power and on the new challenges from China. Next, he will present his analysis on the \'tough game of negotiation\' that has been played by the U.S. with Korea during the period of June 2006 to April 2007. Finally, he will conclude his presentation with his suggestions for the future free trade deal that may take place between Japan and Korea.

According to Professor Ahn, th US-Korea FTA negotiation for free trade has been driven by US-Korea mutual need to deal effectively with the Chinese challenge (e.g., the creation of the Greater Chinese Economic Zone, etc.). Against this backdrop, the successful conclusion of the US-Korea FTA deal in April 2007, is set to fundamentally reshape the geopolitical landscape in East Asia. For instance, it involves the U.S. presence in the region, a competitive wave of FTAs, a game over hegemony to play by the US, Japan and China. China\'s ambition to create the Greater Chinese Economic Zone is in the background of all these.

He will note that Japan will not be free from the impact of such a new geographical landscape that will emerge as a result of the US-Korea FTA free trade deal. Professor Ahn will, thus, emphasize the need for Japan and Korea to resume the stalled bilateral dialogue that has been suspended since 2004. He will also propose a \'mid-level FTA\' between the two countries as one of the most effective strategies to lead to a successful negotiation for a free trade deal between Japan and Korea.

AHN Se Young is a professor of the Graduate School of International Studies (GSIS) at Sogang University. His major academic concerns are int\'l trade policy and negotiation as well as FTA in the Asia-Pacific region. He also served as a member of the ‘Presidential Committee on Foreign Economic Policy’, negotiation, during the period from 2005 August to 2006 August. Prior to joining the faculty of the Sogang University, he had been working in the Ministry of Trade and Industry. He also served as an Assistant Secretary for Trade Policy in the Presidential Office of the Blue House in Korea. Professor Ahn was a Visiting Scholar at East-West Center in Hawaii in 2006 and currently he is a Visiting Scholar at Waseda University, Japan.
