首部集合中共特工、軍統特務、蘇聯克格勒、美國中央情報局、法國諜報人員的四國五方間諜大戰的宏偉巨片。
1948年秋，我中國人民解放軍借遼沈戰役勝利之勢，又與國民黨蔣介石集團相峙平津，對壘徐蚌--偉大的淮海戰役劍拔駑張。與此同時，潛入敵後的我軍偵察員代號“獵鷹”，“星火”與“寶石”的幾位地下工作者為徹底摸清敵特在奉陰城的秘密設施39號工程，不惜舍身犯險，與敵人展開了一場艱險複雜的特殊戰鬥。王牌偵察員“青鳥 ”巧妙地周旋於戴笠死黨的周圍。為了有力反擊敵特的聲東擊西、暗渡陳倉、美人計、等一係列陰謀詭計，“青鳥”同誌果斷出擊，完成了一項又一項不可能完成的艱巨任務。
這時，蘇聯克格勃為了找到日本特工藤田小二與塔斯社記者普多夫傑娜，與國民黨保密局特務們發生激烈火拚，“青鳥”同誌竭盡全力幫助了他們。最後，國民黨“總統太子”迫於美國總統杜魯門的壓力與蘇聯斯大林政府的敦促，決意放棄了製造絕密武器的秘密工程的實施。與此同時，全部美式精良裝備的“海之詩別動隊”投誠起義，為了搗毀了魔鬼工程不惜鋌而走險，在殺機四伏的秘密工程基地以大隊國民黨反動派展開了殊死博鬥。
