----美國愛心基金會邀請北大專家赴美講學
應美國愛心基金會邀請，北京大學公共衛生學院副研究員王紅漫博士於4月29日至5月6日訪美，並於5月2日在華盛頓美國國際戰略研究中心(CSIS)圓桌座談會上發表了題目為《中國農村醫療保健製度的挑戰與機遇》的演講。會議由著名中國問題專家、美國國際戰略研究中心的中國問題研究室主任季北慈博士(Dr. Bates Gill)主持，世界銀行東亞和太平洋發展部的經濟學家、亞洲及中國健康項目評估負責人林德朗博士(Dr. Magnus Lindelow)點評。美國國會中國特別委員會總顧問Susan Roosevelt Weld、美國國務院、衛生部疾控中心等政府官員出席了會議。美國國際戰略研究中心、美國愛心基金會、美國亞洲文化學院、亞洲基金會、國際新聞工作者中心、國際中國文化出版社、Project Hope等基金會和非政府組織的代表約30人參加了會議。王紅漫博士向與會者介紹了深入中國農村調查四年，農民對健康和醫藥需求的調研情況，以及目前中國政府所采取的一係列積極應對措施，中國對整個人類健康所做的貢獻。大家就經濟、技術和政策前景進行了評估和討論。
隨著“經濟全球一體化”的發展，公共衛生和人類健康巳成為各國之間合作交流的重要領域。BATES GILL博士首先發言對遠道而來的王紅漫博士表示熱情歡迎。他表示,美國國際戰略研究中心對中國國內發展情況的研究已引起對此問題的廣泛關注。比爾.蓋茨等基金會已對中國的艾滋病防治提供專款資助。愛心及其他基金會在有關領域也作出了積極努力。但是不可否認，中國目前的社會保障機製仍然麵臨許多挑戰。
王紅漫博士在演講中，總結了她帶領的課題組在過去四年來對中國20個省（直轄市）的農村醫療保險製度的實地考察情況、綜合分析及政策意義。王紅漫博士高度肯定了中國政府在衛生工作中取得的成績和對世界的貢獻；介紹了中國的新型農村合作醫療製度,該製度給廣大農民在醫療方麵帶來的實惠,分析了具體實施新型農村合作醫療製度過程中麵臨的困難和問題。王紅漫博士強調，在考察中大多數農民都認為中國現行的農村政策使他們的生活得到了切實的改善。另外王紅漫博士表示包括世界銀行在內的國際組織，在與中國公共健康領域有許多合作空間，雙方可以開展交流與合作，希望與GILL 及LINDELOW博士在這一領域的有關研究課題方麵進行更多地交流及切磋。
GILL博士對王紅漫博士演講中的來自實地考察的詳實的研究數據、資料及她對該研究課題的獨到見解表示讚賞，他表示將繼續關注並期待王紅漫博士進一步的研究結果。
Lindelow博士認為，王紅漫博士的研究很有啟發性，不應低估新型農村合作醫療製度的重要性。中國政府這一新舉措的目標是覆蓋全國，中央政府首次在農村醫療保險方麵提供財政補貼。從這個角度來講，其意義深遠。但不可否認在具體實施過程中會有一些問題。首先這一新製度是自願性的，這包含一定的風險。一方麵,地方政府需要每家每戶地做工作，說服農民加入新製度；另一方麵,與年長體弱的人口相比，年輕健壯的群體將有可能不願加入。Lindelow博士指出較富裕的人口群體將比較貧窮的群體更多地受益於政府的財政補貼，因此一個可能的解決辦法是將發達地區的財政補貼引入落後地區,使兩者之間的差異縮小以提高該製度的實施效率。
王紅漫博士還解答了參加座談會的聽眾的一些相關問題。GILL博士在總結中提出.王紅漫博士及Lindelow博士的觀點都很中肯，符合中國的現實國情，並對中國新型農村合作醫療製度充滿信心,相信通過各方努力一定能得以成功的實施。
