麻州下個月的中期選舉中有四個問題公投，其中第一個問題是：
QUESTION 1: Proposed Amendment to the Constitution
Additional Tax on Income Over One Million Dollars
Do you approve of the adoption of an amendment to the constitution summarized below, which was approved by the General Court in joint sessions of the two houses on June 12, 2019 (yeas 147 – nays 48); and again on June 9, 2021 (yeas 159 – nays 41)?
SUMMARY
This proposed constitutional amendment would establish an additional 4% state income tax on that portion of annual taxable income in excess of $1 million. This income level would be adjusted annually, by the same method used for federal income-tax brackets, to reflect increases in the cost of living. Revenues from this tax would be used, subject to appropriation by the state Legislature, for public education, public colleges and universities; and for the repair and maintenance of roads, bridges, and public transportation. The proposed amendment would apply to tax years beginning on or after January 1, 2023.
如果投票通過的話，將修改州憲法，對年收入超過100萬美元的部分額外征收4%的州稅。這部分稅收將用於公共教育，公立學校和大學，以及道路，橋梁和公共交通的維護和修繕。
4% 貌似不多。麻州目前的稅率是5%。額外征收4%，超過100萬美元部分的稅收增加了80%。還是不少，一年可以增加12億的稅收。
麻州年收入超過100萬美元的大約隻有1%的人。99%的人有機會向最富的人群砍一刀，沒有理由不支持，況且這筆稅收的用途還十分的高大上。
持反對意見的自然是這區區1%的富人和那些有可能加入這個富人俱樂部的人。不知道有多少“胸懷廣大”的“窮人”會反對。
99% 對 1%， 這樣的公投算不算多數人對少數人的暴政呢？您會投 Yes 嗎？
