Is a tutor necessary for a 3rd grader?

My son is below his grade reading level right now. I\'m trying to get him some help during summer. Did some homework myself, to find out a licensed teacher\'s fee is about $50/hr. some learning centers charge $58/hr. I\'m willing to pay, just want to ask anyone who hired tutors before if it is the most effective way to help the kid? Other options would be less experienced college student as tutor, Chinese Summer Camp ( I personally didn\'t like it ). I can\'t help him much during the week since I work crazy hours. Any suggestions?
