一九四九年初，三大戰役結束後，國民黨兵敗如山倒。江城解放前夕，蔣介石親命情報局長趙司然在這裏秘密布置了一個實力強勁的特務潛伏網，策劃了一個代號 “A計劃”的重大破壞行動，並且委派親信“真神”和“老虎”負責批揮落實。
我偵察英雄鍾嘯飛奉命打入敵人內部，周旋在群魔之間，經過艱苦努力終將敵人的“長江防禦和兵力布置圖”搞到手，為江城的解放做出卓越貢獻。但狡猾的“真 神”識破了鍾嘯飛的身份，江城解放前夕，鍾嘯飛為了阻擋敵人的逃走“英勇犧牲”。
江城解放後，國民黨潛伏特務實施著一係列的破壞行動。其實鍾嘯飛並沒有戰死，他是身負重傷後機智脫身。隻是由於戰火的創傷，他已經是麵目全非。鍾嘯飛承認 自己的失敗，他知恥後勇，從跌倒的地方爬起來又投入到新的戰鬥之中……
