一九五零年，蔣介石集團借美國入侵朝鮮之機，派遣大批特務潛入內地製造混亂。以“血狐狸”錢孝義為頭目的特務小組潛入重慶，準備實施一係列破壞活動。獲悉情報後，解放軍迅速成立了偵破小組並任命偵察科科長雷啟明為組長，雷啟明設伏八仙庵，但因偵察員的身份暴露而打草驚蛇。為了徹底消滅敵人，雷啟明吸取教訓，改變策略，利用“血狐狸”與“狼”互不相識且還未接上頭的條件，假扮“狼”張為農，進入山中，深入虎穴與敵戰鬥。憑膽識和機智，雷啟明贏得了以葉蘭香為首的匪徒的信任，並順利抓獲前來與血狐狸接頭的“狼”張為農。而同時也藏在山中的“血狐狸”識破了雷啟明的身份。血狐狸在其同夥的幫助下，綁架了雷啟明的妻女，雷啟明深入虎穴，救出妻女，並全殲了敵特，保衛了和平。
