Advice on the eligibility in purchasing an apartment in Tianjin

XDJM, could you please give me some advice on housing purchasing in Tianjin, china?

My mom dislikes the neighborhood where she is living now and wants to get a new apartment in her desired neighborhood. I just graduated one year and half ago and don’t have enough savings to purchase an apartment for her. I currently have a stable job and makes decent salaries. I just wonder whether I am eligible to apply for a housing loan in Tianjin, China if I put down between 20% -30% of the total cost as down payment to purchase an apartment?
