CalRHA (california rental house association)發給本人電郵，希望給加州聯邦議員寫信，呼籲在考慮租客利益的同時要兼顧房主利益，在製定法案的時候加入房主補貼條款。
參與這些事情，有的地主覺得沒有必要，浪費時間，我們改變不了什麽。但我不認同這樣的觀點。呼籲這裏有責任心的地主和本人一樣積極參與。和California apartment association 及CalRHA這樣大的組織取得聯係，以後他們有什麽動議會通知你。
先後收到有Dianne Feinstein 和Kamala D. Harris 參議員簽名的複信。兩封信的口氣還是很有不同。第一，Feinstein用我的first name稱呼，Harris用 姓稱呼，很有意思。第二，Harris 的複信晚了是十幾天。第三，Feinstein的信像是信是寫給housing provider的，起碼對房主有些安慰；而Harris與其說是寫給housing provider，倒不如說是寫給renter的。她以I will not stop fighting until every American has an affordable, safe place to live， 結束信件，耐人尋味。不管怎樣，作為房主的呼籲，沒有泥牛入海無消息，這就是民主。

A home is more than a roof and four walls – stable housing is key to people being able to place roots in their communities. Yet far too many Californians struggle to find affordable housing and I have seen the impacts of that first-hand. Serving as Attorney General of California in the wake of the mortgage crisis, I led an investigation that ultimately resulted in a more than $20 billion settlement on behalf of California homeowners. I then worked with the state legislature to get the California Homeowner’s Bill of Rights signed into law to address predatory practices used by mortgage servicers responsible for the crisis.
In the Senate, I introduced the Rent Relief Act to help working families struggling with the cost of rent and the Housing is Infrastructure Act to invest over $100 billion in increasing and maintaining our affordable housing supply.
Furthermore, the COVID-19 pandemic is exacerbating our affordable housing crisis, leaving households worried about how they will stay in their homes during a time when staying at home is critical to our ability to stop the spread of the virus. Recently, Governor Newsom extended Californians eviction protection through January 31st, 2021. This new law immediately provides protections for tenants facing evictions due to COVID-19-related financial hardships. Without any extension of eviction protections, nearly 4 million people in California face eviction in September.
The federal government must do more to provide assistance. I recently introduced the Rent Emergencies Leave Impacts on Evicted Families (RELIEF) Act, which would put a temporary moratorium on evictions and foreclosures and make sure that people don’t lose other essentials such as their power or water. I have also co-sponsored the Emergency Rental Assistance and Rental Market Stabilization Act of 2020 to create a $100 billion emergency program that would provide rental assistance to keep people housed as we combat this pandemic.

Thank you for writing to me regarding the impacts of the coronavirus on property owners and managers. I appreciate the time you took to share your recommendations on how to best respond to this crisis, and I welcome the opportunity to respond.
On September 4, 2020, the Centers for Disease Control announced a national moratorium on most evictions for nonpayment of rent through December 31, 2020. I understand you oppose this regulation because you believe it will exacerbate the significant economic hardship experienced by housing providers. As you may know, the order does not relieve any individual of any obligation to pay rent, make a housing payment, or comply with any other obligation that the individual may have under a tenancy, lease, or similar contract. I share your concern about the financial stability of housing providers who rely on rental income to pay their mortgage and other operating expenses. That is why I supported the Coronavirus Aid, Relief, and Economic Security (CARES) Act (Public Law 116-136), which the President signed into law on March 27, 2020. The CARES Act provided several protections for housing providers if they have a federally backed loan. Specifically, this law enacted a foreclosure moratorium, which the Federal Housing Finance Agency extended for certain borrowers until at least December 31, 2020.
Despite this relief, I believe that more must be done to help stabilize the real estate market and keep roofs over the heads of millions of vulnerable people across America. That is why I am a proud cosponsor of two bills—the “Emergency Rental Assistance and Rental Market Stabilization Act of 2020” (S. 3685) and the “Housing Assistance Fund” (S. 3620)—that would help alleviate the financial burden on housing providers and renters. These bills would provide $100 billion to help renters to pay their rent and utility bills and $75 billion to help people keep up with their mortgage and utility payments, respectively. These bills currently await consideration by the Senate Committee on Banking, Housing, and Urban Affairs, of which I am not a member.
I appreciate hearing your perspective on how the coronavirus has impacted the housing sector.
