同鞋們， 問個發音問題。。。

Just by looking at the words, "cool" and "cook", how one know the "oo" in "cool" pronounce long vowel "u", but the "oo" in "cook" need to pronounce it's shorter vowel conuterpart "u".

Are there laws or tips one can follow?
