Do not agree. It is pretty easy.

I applied visa for my parents last year without any problem. And I never heard who had problem to apply Canadian visitor visa here when visiting kids in US; except, if the parents have other kids currently residing in Canada. (Canadian wants tourists to spend money in their country.)
