It means you either go to the court in person to schedule an arraignment date or post a bail and schedule an arraignment date, or post a bail and schedule a trial date. If you do request an arraignment and plea not guilty, the court may request you to post a bail before scheduling a trial anyway.

Never heard a need to post bail in a civil case.
