People who believe in individual responsibilities tend to give less weight to group-identifiable attributes, such as ethnicity/nationality, both their own or those of others.

People who shy away from individual responsibilities shift those burdens to the groups with which they identify, thus those attributes carry more weight.  By extension, the group-identifiable attributes of others over-shadow their individuality.
