我是2003年遞交I-130， 怎麽可能2009年才收到?

In this case, the estimated visa available date for them is about Aug 2016.  When they receive notice to proceed next year, I just need to add the child on the DS-260 directly and don't need to file CSPA even she just pass her 21 Birthday in Feb 2016?
